Is there a plugin or something that can allow users to redeem thier points for goods and services.
for example: Admin could set the price in points of certain goods and services and if a user purchases something, the set amount of points come off automatically.
Alternatively, is there a way for the admin to subtract x amount of points from a users total points?

For the first part, if it is coming from a module of if the userid or the username is saved somewhere, there is a way to count points. But in your case, it must be built. I don't have that in my bag.
For the other part, I did a module that is a very quick draft to assign points to a user. It's a quick mod and I did not officially released it.
It's somewhere in the forum and it's called pncAssignPoints
You can use negative number in it... If I remember correctly.
